Owner said it runs and drives good, carb could use a little tuning and the interior needs a little tlc but it looks pretty good in the pics. I'm trying to go look at it this weekend.
So NP or CP?

CP unless you get a good explanation for the repaint. Also, the odometer could have turned over, so the mileage may be a lie.

CP. Odos turned over.
It's not "all original" if it's been repainted and had the engine rebuilt.

It looks a little too "messed with" for my tastes, a little off. The engine wiring looks terrible, for example. There is no excuse to wire a Bug badly, they literally could not be simpler. Is it already 12V converted? Negative points if not. And why, oh why, didn't they at least paint the door jambs? That color would be great on a properly done Cal-look, but that car doesn't know what it is.
That's all the money for a '66 that's less than perfect or has been subjected to half-assed restoration attempts. 1966 is kind of a runt year for Bugs. If it's got good bones and you've gotta have it, offer 3k and see what they say.

I would definitely look at it. Try finding another Beetle of that era in that shape for that money. Sure, it is not original condition, but rust free is a real plus. You can change the parts, but you can't change rust.
